ADDENDUM II — THE RITE OF RESTORATION
Status: Sealed

I. Purpose
The Rite of Restoration governs the lawful return of a Closed Chapter bearing a protected X or I designation.

Restoration exists because these Chapters possess an institutional identity that cannot be reproduced through ordinary Chapter creation. An X Chapter carries a protected foundational designation, while an I Chapter carries direct lineage from Bloodlust X. Once established, those distinctions belong permanently to the Chapter that received them.

When such a Chapter closes, its designation does not disappear. Its active service ends, but its name, lineage, history, records, and protected status remain preserved within Blacksky.

Restoration therefore does not recreate a lost designation or grant a historical distinction to a new Chapter. It returns an existing foundational or lineage-bearing Chapter to active service.

II. Scope
The Rite of Restoration applies only to Chapters that:

- Are formally recorded as Closed.
- Bear the protected X or I designation.
- Retain their honor within Blacksky.
- Have not been designated Traitor.
- Possess an established Chapter record recognized by Blacksky.

Ordinary Closed Chapters without an X or I designation are not eligible for Restoration. Their return is governed by the Rite of Reopening.

Restoration may never be used to create a new X or I Chapter, transfer either designation to another Chapter, or manufacture historical lineage that did not previously exist.

A Traitor Chapter may never be restored.

III. Protected Designations
The Rite recognizes two forms of protected Chapter identity.

X — Foundational Designation: An X Chapter possesses a foundational designation recognized under the Chapter Naming and Lineage Doctrine. The designation is permanent to that Chapter and cannot be earned, inherited by another Chapter, recreated through ordinary Chapter creation, or produced through a Chapter split except where expressly established by doctrine.

I — Bloodlust Lineage Designation: An I Chapter possesses direct institutional lineage from Bloodlust X. The designation records that the Chapter originated through a direct split from the Founding Chapter. It does not escalate beyond I and cannot be independently created, assumed, or transferred.

Neither designation grants greater operational authority to a Chapter or its leadership. Their significance is historical and institutional, not hierarchical.

The purpose of Restoration is to protect these distinctions when a Chapter bearing them returns from Closed status.

IV. Invocation
The Rite of Restoration begins when there is legitimate interest in returning an eligible X or I Chapter to active service.

A request for Restoration must identify the Chapter being sought, the proposed leadership responsible for its return, the Legion in which it will operate, and the historical designation under which Restoration is being requested.

The applicant does not petition for ownership of the Chapter's designation. The designation already belongs to the Chapter. The request instead asks Blacksky to authorize the return of that existing Chapter and the continuation of its protected lineage.

Restoration may not be invoked solely to obtain a prestigious name, foundational designation, historical lineage, or association with Bloodlust X. Anyone seeking Restoration accepts responsibility for continuing the Chapter as the institution recorded within Blacksky.

V. Requirements for Restoration
Before an eligible Chapter may be restored to Active status, it must satisfy the current requirements expected of a viable Chapter within Blacksky. At minimum, Restoration requires:

- A legitimate operational purpose for returning the Chapter.
- Sufficient membership or demonstrated recruiting viability to support continued operation.
- A qualified individual prepared to assume responsibility as Marshal.
- Proper placement within an existing Legion.
- Confirmation of the Chapter's historical identity and protected designation.
- Compliance with current Chapter structure, leadership standards, and Blacksky doctrine.
- Approval through the appropriate chain of command.

The historical importance of an X or I Chapter does not guarantee its Restoration. Protected lineage establishes eligibility for the Rite; it does not establish present-day viability.

A Chapter remains Closed until Blacksky is satisfied that its return can be responsibly sustained.

VI. Review & Authorization
No individual, regardless of rank, may unilaterally restore a Closed X or I Chapter to Active status.

Because Restoration concerns a protected foundational or lineage designation, review must confirm both the viability of the proposed return and the historical identity of the Chapter being restored. The reviewing authority must ensure that Restoration preserves the Chapter's established lineage rather than altering, transferring, or recreating it.

Approval authorizes the Chapter's return to active service under its existing name and protected designation.

Denial does not strip the Chapter of its X or I designation, diminish its historical standing, or make its identity available for use elsewhere. The Chapter remains Closed, and its protected designation remains attached to it.

VII. Continuity of the Restored Chapter
Restoration does not create a successor Chapter.

The restored Chapter is the same institution recorded before its closure. Its previous Marshals, major events, accomplishments, Legion associations, lineage, records, and recognized historical identity remain intact.

Its period of closure remains part of that history. Upon Restoration, the Chapter's record resumes rather than restarts, with the Rite of Restoration and its return to Active status entered as new events within the continuing record.

The individuals responsible for Restoration inherit stewardship of the Chapter and its institutional identity. They do not inherit the personal accomplishments, titles, authority, or reputation of those who served before them.

For an I Chapter, Restoration preserves its recorded descent from Bloodlust X. For an X Chapter, Restoration preserves the foundational designation already attached to that Chapter. Neither relationship is recreated by the Rite; both are continued.

VIII. Leadership After Restoration
The individual assuming command of a restored Chapter must satisfy the current requirements for service as Marshal and is subject to the same leadership standards applied to any individual assuming Chapter command.

Restoration does not place the Marshal or Chapter under punitive scrutiny. Closure without dishonor is not a failure inherited by future leadership, and Restoration does not impose an indefinite probation merely because the Chapter possesses historical significance.

Where Blacksky normally requires evaluation, mentorship, or initial oversight for an individual assuming command as Marshal, those standards apply normally.

The additional care surrounding Restoration exists to protect the Chapter's identity and lineage during its return. It is not a punishment imposed upon those responsible for carrying that lineage forward.

IX. Status and Record
Upon authorization of the Rite of Restoration:

- The Chapter's status changes from Closed to Active.
- Its existing Chapter Registry entry remains in use and is updated rather than replaced.
- The Restoration is entered into the appropriate historical and Event records.
- The Chapter retains its established name.
- Its X or I designation remains unchanged.
- Its existing lineage and institutional history remain intact.
- Current leadership is recorded as the next generation of Chapter command.
- The Chapter resumes operation under the current structure and doctrine of Blacksky.

If a restored Chapter later closes again without dishonor, its status returns to Closed. Its protected designation remains intact, and any future return must again occur through the Rite of Restoration.

If the Chapter is ever formally designated Traitor, eligibility for Restoration ends permanently.

X. Why Restoration Instead of Reopening?
Reopening and Restoration both return Closed Chapters to active service, but they protect different forms of continuity.

The Rite of Reopening governs ordinary Chapter continuity. It returns a Closed Chapter whose identity remains preserved but carries no protected foundational or Bloodlust lineage designation.

The Rite of Restoration governs protected historical continuity. It exists because an X or I Chapter carries an identity that Blacksky does not permit to be independently reproduced. Returning such a Chapter therefore requires recognition not merely of its name, but of the protected lineage and designation already attached to it.

Restoration does not grant history.

It preserves it.
