Authority, Responsibility & Conduct of the Anchors of Blacksky
I. Purpose
Founder is the highest institutional designation within Blacksky. The designation carries final authority across the Imperium, but final authority does not exist for the purpose of replacing the leadership structure beneath it. Blacksky is designed to function through its Chapters, Legions, Pillars, command offices, Senate, Custodians, and other established institutions.
The purpose of Founder authority is to ensure that no circumstance exists in which the identity, continuity, integrity, or future of Blacksky is left without an authority capable of protecting it.
This doctrine establishes how that authority is expected to be exercised.
II. Founder Designation and Operational Command
Founder designation grants institutional authority. Operational rank grants operational command.A Founder may simultaneously hold any operational rank, office, appointment, or command position within Blacksky.
When acting within such a position, the Founder is expected to operate through the authority of that position.
A Founder serving as a Marshal commands their Chapter through the authority of Marshal.
A Founder serving as an Exarch oversees their assigned command through the authority of Exarch.
A Founder serving in another recognized office exercises the authority appropriate to that office.
Founder designation does not need to be invoked where ordinary command authority is sufficient.
The existence of Founder authority does not invalidate the authority of Blacksky's established leaders.
III. Final Authority
Founder authority is final within Blacksky. This authority exists above the conventional chain of command and extends across all Chapters, Legions, Pillars, institutions, offices, and leadership structures of the Imperium.
However, final authority does not mean constant intervention.
Founders are expected to respect the authority entrusted to subordinate leaders and allow those leaders to perform the responsibilities of their offices.
A Founder should not routinely override a Marshal commanding their Chapter, an Exarch overseeing their assigned command, a Legatus governing their Legion, a Pillar authority administering their institution, or a Custodian exercising Blacksky-wide stewardship merely because the Founder possesses superior institutional standing.
Authority exercised without necessity weakens the very structure Founders are entrusted to preserve.
IV. The Principle of Restraint
Founder authority carries greater responsibility, not greater entitlement. The designation of Founder does not grant license for arrogance, intimidation, unnecessary interference, personal favoritism, or the casual use of institutional authority to settle ordinary disagreements.
A Founder is expected to demonstrate judgment appropriate to the highest designation within Blacksky.
Whenever an issue can reasonably be resolved through the established chain of command, that structure should be allowed to function.
Whenever counsel can resolve a matter without command, counsel should be preferred.
Whenever correction can occur without intervention, correction should be permitted to occur.
Founder authority should become more visible as the significance of the matter increases—not merely because a Founder is present.
V. Active Participation
Founders are not required to remain removed from the daily life of Blacksky. They may play games alongside members, recruit, train leadership, participate in discussions, develop systems, write doctrine, build communities, advise officers, command operational units, contribute ideas, organize events, or otherwise participate in the Imperium according to their interests and responsibilities.
No Founder is required to contribute in precisely the same manner as another.
The Founders are united by designation, not by identical function.
One may concentrate upon institutional development. Another may strengthen community participation. Another may remain primarily involved in operational leadership.
These differences do not create different classes of Founder.
They reflect different forms of service to Blacksky.
VI. Founder Intervention
A Founder may exercise authority beyond their ordinary operational position when circumstances justify Founder-level intervention.Such circumstances may include:
✦ Matters affecting the identity, continuity, structural integrity, or long-term direction of Blacksky
✦ Serious disputes that established command authorities cannot resolve
✦ Catastrophic or widespread leadership failure
✦ Severe deviation from established Blacksky doctrine or institutional principles
✦ Structural collapse or the failure of normal command authority
✦ Extraordinary circumstances threatening the continued stability or existence of Blacksky
✦ Matters specifically reserved to Founder authority by Blacksky doctrine
Founder intervention should seek resolution, stabilization, and preservation rather than permanent replacement of functioning leadership.
Founders do not seize power. They preserve continuity.
VII. Relations Between Founders
All recognized Founders possess the institutional designation of Founder. No Founder may revoke, diminish, suspend, or invalidate the Founder designation of another.
Founder designation does not create unrestricted authority for one Founder to interfere with another Founder's operational responsibilities.
Where Founders disagree, discussion, counsel, and institutional consideration should be used wherever circumstances permit.
A Founder holding operational command remains responsible for that command according to the authority of the office they occupy.
No Founder should invoke Founder status merely to prevail in a personal disagreement with another Founder or Blacksky leader.
Authorities explicitly reserved by doctrine to a specific Founder remain vested in that Founder.
Most notably, the authority to designate a new Founder belongs exclusively to BSK EXiLE — The Architect and cannot be exercised, inherited, transferred, or assumed by another Founder.
VIII. Accountability
Founder designation does not establish infallibility.Founders remain responsible for their conduct, judgment, decisions, and treatment of Blacksky members.
They are expected to uphold the principles, identity, and institutional standards they are entrusted to preserve.
Criticism of a Founder's decision is not inherently insubordination. Respectful disagreement, counsel, and challenge remain legitimate parts of institutional leadership.
A Founder should be capable of hearing opposition without treating disagreement as disloyalty.
The permanence of Founder designation does not protect a Founder from historical accountability.
As established within Codex VII — Founder Records: The Anchors of Blacksky, betrayal or irreparable harm committed by a Founder is permanently recorded rather than erased.
Blacksky preserves both service and failure.
IX. The Standard of the Founder
Founder is not a privilege to be displayed. It is a responsibility to be carried.
A Founder does not prove their authority by constantly exercising it. The strength of Founder authority is demonstrated equally through knowing when intervention is necessary and when restraint better serves the Imperium.
Founders are entrusted with Blacksky beyond the boundaries of individual ranks, units, administrations, and eras.
Their responsibility is not to ensure that every decision belongs to them.
Their responsibility is to ensure that Blacksky endures.
The Founders of Blacksky
BSK EXiLE — The ArchitectOrigin of Blacksky. Final authority on Founder designation.
BSK ChiweN — The Ascended
Raised from within the structure and designated Founder by EXiLE.
BSK MANSON — The Steadfast
Endured across Blacksky's eras and designated Founder by EXiLE in recognition of unwavering loyalty and service.
Final authority does not exist to replace the Imperium.
It exists so that when every other safeguard fails, the Imperium still has an Anchor.
