INTAKE OFFICER | Reviewer of Membership Applications

Role Overview:
An Intake Officer is a Special Role within Imperium Command responsible for processing applications submitted by new and returning members seeking entry into Blacksky.

Intake Officers serve as Blacksky’s primary point of contact for individuals who submit formal membership applications. Their responsibility is to evaluate whether an applicant presently meets Blacksky’s standards, determine whether they are suited for membership, and coordinate their placement within an appropriate Chapter.

When a new applicant submits an application through Welcome to Blacksky, an Intake Officer may be assigned to process it. The Intake Officer reviews the application, communicates directly with the applicant, answers relevant questions, and spends sufficient time interacting or playing with them to make an informed assessment of their character, conduct, interests, and compatibility with Blacksky.

The Intake Officer evaluates whether the applicant understands and is willing to uphold Blacksky’s Edicts, Directives, and membership expectations. Their purpose is not merely to complete administrative steps, but to ensure that individuals entering the Imperium are reasonably suited to its community and standards.

Intake Officers also process applications submitted by former members returning in good standing. When a former member seeks to return, the Intake Officer verifies that the individual departed honorably and remains eligible for Reforged Designation. Once verified, the applicant proceeds through the same general evaluation and placement process as a new applicant. Their previous honorable service may be considered, but does not exempt them from Blacksky’s current membership standards.

When determining appropriate placement, the Intake Officer considers the applicant’s primary games, platform, availability, region, existing relationships within Blacksky, personal preferences, and compatibility with available Chapters. The activity, capacity, leadership strength, and operational needs of those Chapters should also be considered.

Applications are not assigned according to which Chapter or Marshal claims the applicant first. Where multiple Chapters may be appropriate, placement should support both the applicant’s successful integration and the overall health of the Imperium. The Intake Officer coordinates with the prospective receiving Marshal before placement is finalized.

The receiving Marshal possesses final authority to accept responsibility for the applicant as a member of their Chapter. An Intake Officer may recommend acceptance and coordinate placement but may not force an applicant into a Chapter against the judgment of its Marshal. When Chapter placement is disputed or cannot be resolved, the matter is forwarded through Legion Command for determination.

Once an applicant has been approved, the Intake Officer ensures that all required membership steps are completed. The applicant must register on the Blacksky website, be assigned to the appropriate Chapter roster and user groups, and enter Blacksky at the rank of Initiate. A returning member approved for Reforged Designation likewise re-enters as an Initiate.

The Intake Officer does not process applications or return requests involving individuals designated Censured or Voidbound. These matters require separate review through the authorities and Special Roles established for those designations.

Intake Officer is not a rank and carries no independent position within the chain of command. An Intake Officer retains their existing Blacksky rank and normal place within the hierarchy. The authority of the Special Role applies only to the responsibilities and access necessary to process membership applications and coordinate applicant placement.

VIGILATOR | Neutral Reviewer of Censured Return Matters

Role Overview:
A Vigilator is a Special Role within Imperium Command responsible for the neutral review of return requests involving individuals designated Censured.

Vigilators serve as impartial reviewers on behalf of the command authority responsible for determining whether a Censured individual may return to Blacksky. Their purpose is not to defend the original removal, advocate for the former member, or determine the final outcome. Their responsibility is to establish the relevant facts, evaluate the individual’s present suitability to return, and provide the appropriate authority with the information necessary to make an informed decision.

When a Censured individual submits an application to return, ordinary intake processing is suspended and the matter is transferred to a Vigilator. The Vigilator reviews the individual’s permanent Censured record, communicates directly with the applicant, considers available evidence, and may contact current or former members of Blacksky who possess relevant firsthand information.

The original removal is not automatically placed on trial simply because the individual requests permission to return. The Vigilator must recognize the findings preserved within the Censured record while remaining willing to identify incomplete information, conflicting accounts, factual inaccuracies, or circumstances that may materially affect the review.

The Vigilator considers the nature and severity of the original conduct, the time elapsed since removal, the applicant’s acknowledgment of their actions, any evidence of changed behavior, their present compatibility with Blacksky’s standards, and the potential effect of their return upon the community.

Where accounts conflict, the Vigilator should identify those differences rather than force a conclusion unsupported by the available information. Where records are incomplete, uncertain, or no longer recoverable, those limitations should be acknowledged. The Vigilator’s responsibility is to determine what can reasonably be established and provide a fair assessment based upon the surviving record, available evidence, relevant testimony, and the applicant’s present conduct.

Before recommending a return, the Vigilator should consult the Marshal of any Chapter being considered to receive the applicant. The receiving Marshal may provide relevant concerns, support the return, oppose the return, or decline responsibility for the applicant. A Censured individual may not be placed into a Chapter without the receiving Marshal’s agreement.

Once the review is complete, the Vigilator forwards their findings and recommendation to an Exarch or higher authority. The reviewing authority may approve the return, deny the request, request additional review, establish conditions upon return, or refer the matter farther upward when appropriate.

A Vigilator does not possess authority to erase or overturn a previous removal, approve a Censured return independently, issue or remove a Censured Designation, promise readmission, alter a permanent Censured record without authorization, or force a Chapter to receive the applicant.

When a return is approved, the individual re-enters Blacksky at the rank of Initiate with permanent Censured Designation. Any conditions imposed upon their return must be clearly recorded and communicated to the returning member and their receiving leadership. The approval, conditions, Chapter placement, and subsequent outcome are appended chronologically to the individual’s permanent Censured record.

The Vigilator’s authority ordinarily concludes when the review has been completed and the final determination has been issued. The role does not grant continuing supervisory authority over a Censured member after their return. Any conditions imposed upon the returning member are enforced through their normal chain of command.

Vigilator is not a rank and carries no independent position within the chain of command. A Vigilator retains their existing Blacksky rank and normal place within the hierarchy. The authority of the Special Role applies only to the responsibilities and access necessary to review Censured return matters.

Reports to: Exarch or Higher Authority

Core Responsibilities:

✦ Review permanent Censured records and relevant historical information
✦ Receive Censured applications transferred from the ordinary intake process
✦ Communicate directly with Censured individuals requesting permission to return
✦ Explain the review process without promising or implying a particular outcome
✦ Ask questions and request clarification necessary to understand the original removal and present request
✦ Review available evidence, records, communications, and relevant testimony
✦ Contact current or former members of Blacksky who possess relevant firsthand information
✦ Identify conflicting accounts, factual inconsistencies, and limitations within the surviving record
✦ Consider the nature and severity of the conduct that resulted in removal
✦ Evaluate the applicant’s acknowledgment, accountability, changed circumstances, and present conduct
✦ Determine whether the applicant presently appears compatible with Blacksky’s Edicts, Directives, Code of Conduct, and membership expectations
✦ Consider the potential effect of the applicant’s return upon affected members and the wider community
✦ Consult the prospective receiving Marshal before recommending Chapter placement
✦ Recommend approval, denial, additional review, or appropriate conditions upon return
✦ Maintain neutrality and avoid predetermined judgment throughout the review
✦ Maintain an accurate record of information relevant to the review
✦ Forward completed findings and recommendations to an Exarch or higher authority
✦ Ensure approved returns and any imposed conditions are appended to the permanent Censured record
✦ Transfer Voidbound matters to an Examiner without attempting to process them as Censured returns

Appointment:
✦ Vigilator is a Special Role appointed by a Legatus or higher authority
✦ Appointment does not constitute promotion or alter the member’s existing rank
✦ Vigilators are selected for impartiality, judgment, discretion, maturity, and the ability to evaluate sensitive information objectively
✦ Appointment grants access to Censured Records and the permissions necessary to perform the responsibilities of the role
✦ A Vigilator must understand Blacksky’s disciplinary standards, status designations, membership requirements, and established return procedures
✦ A Vigilator should not be assigned to a matter in which they participated in the original removal, possess a personal conflict, or cannot reasonably remain impartial
✦ A Vigilator may request reassignment when prior relationships or circumstances could compromise the credibility of the review
✦ The appointing authority or a higher command authority may remove the Vigilator designation when the role is no longer required or the individual is no longer suited to its responsibilities

SR.Examiner.webp
EXAMINER | Neutral Reviewer of Voidbound Matters

Role Overview:
An Examiner is a Special Role within Imperium Command responsible for the neutral examination of matters involving individuals designated Voidbound.

Examiners serve as impartial fact-finders on behalf of High Command. Their purpose is not to defend a previous decision, advocate for the Voidbound individual, or determine the final outcome of a matter. Their responsibility is to establish the facts as clearly and impartially as possible so that High Command has the information necessary to make an informed decision.

When a Voidbound individual contacts Blacksky through The Void, an Examiner may be assigned to review the matter. The Examiner reviews the individual's permanent Voidbound record, communicates directly with the individual, asks questions, considers available evidence, and may contact current or former members of Blacksky who possess relevant firsthand information.

Where accounts conflict, the Examiner should identify those differences rather than attempt to force a conclusion unsupported by the available information. Where records are incomplete, uncertain, or no longer recoverable, those limitations should be acknowledged. The Examiner's responsibility is to determine what can reasonably be established from the surviving record, available evidence, and relevant testimony.

An Examiner may explain the circumstances preserved within a Voidbound record, request additional information, examine claims that a designation was made in error, and conduct the initial review of a request for Blackshield Designation.

The Examiner does not possess authority to remove a Voidbound Designation, issue a Blackshield Designation, overturn a previous decision, promise a return to Blacksky, or otherwise determine the final outcome of the matter.

Once an examination is complete, the Examiner forwards their findings to High Command for review. A Custodian may review the findings, request additional examination, or provide a recommendation when appropriate. Blackshield Designation may only be authorized by a Founder.

Examiner is not a rank and carries no independent position within the chain of command. An Examiner retains their existing Blacksky rank and normal place within the hierarchy. The authority of the Special Role applies only to the responsibilities and access necessary to perform examinations.

✦ Compare conflicting accounts and identify inconsistencies without predetermined judgment
✦ Maintain neutrality and evaluate information based upon the available facts
✦ Clearly acknowledge missing, uncertain, or unrecoverable information
✦ Examine claims concerning the circumstances of a Voidbound Designation
✦ Conduct the initial examination of requests for Blackshield Designation
✦ Maintain an accurate record of information relevant to the examination
✦ Forward completed findings to High Command for review and determination

Appointment:
✦ Examiner is a Special Role appointed by High Command
✦ Appointment does not constitute promotion or alter the member's existing rank
✦ Examiners are selected for impartiality, judgment, discretion, and the ability to evaluate information objectively
✦ Appointment grants the access and permissions necessary to perform the responsibilities of the role
✦ An Examiner should not be assigned to a matter in which they were directly involved or cannot reasonably remain impartial
