ADDENDUM I — THE RITE OF REOPENING
Status: Sealed

I. Purpose
The Rite of Reopening governs the lawful return of a Closed Chapter to active service within Blacksky.

A Closed Chapter has not been erased, dissolved from history, or stripped of its identity. Its active operation has ended, but its name, lineage, records, accomplishments, and institutional history remain preserved. Reopening therefore does not create a new Chapter bearing an old name. It resumes the existence of the Chapter already recorded.

The Rite exists to ensure that such a return is deliberate, viable, and properly authorized before the Chapter's status is changed from Closed to Active.

II. Scope
The Rite of Reopening applies only to Chapters that:

- Are formally recorded as Closed.
- Retain their honor within Blacksky.
- Have not been designated Traitor.
- Do not bear the protected X or I designation.
- Possess an established Chapter record recognized by Blacksky.

Closed Chapters bearing the X or I designation are not governed by the Rite of Reopening. Because those designations represent protected foundational or lineage status, their return is governed exclusively by the Rite of Restoration.

A Traitor Chapter may never be reopened.

III. Invocation
The Rite of Reopening begins when there is legitimate interest in returning a Closed Chapter to active service. A request to reopen must identify the Chapter being sought, the proposed leadership responsible for its return, and the Legion in which the Chapter will operate.

The existence of a Closed Chapter does not itself justify reopening it. The proposed return must serve a legitimate organizational purpose and demonstrate that the Chapter can reasonably sustain active operation.

Reopening may not be used solely to obtain a historical name while disregarding the Chapter attached to it. Anyone seeking to reopen a Closed Chapter accepts that they are continuing an existing Blacksky institution and its established record.

IV. Requirements for Reopening
Before a Closed Chapter may return to Active status, the proposed Chapter must satisfy the current requirements expected of a viable Chapter within Blacksky. At minimum, reopening requires:

- A legitimate operational purpose for the Chapter.
- Sufficient membership or demonstrated recruiting viability to support continued operation.
- A qualified individual prepared to assume responsibility as Marshal.
- Proper placement within an existing Legion.
- Compliance with current Chapter structure, leadership standards, and Blacksky doctrine.
- Approval through the appropriate chain of command.

Historical accomplishments alone do not establish present-day viability. A Chapter may possess a respected history and still remain Closed until the conditions necessary for active operation exist.

V. Review & Authorization
No individual, regardless of rank, may unilaterally return a Closed Chapter to Active status.

A proposed reopening must be reviewed through the Chapter's appropriate Legion command structure. The reviewing authority must determine whether the proposed Chapter possesses sufficient leadership, membership, purpose, and organizational support to operate successfully under current Blacksky standards.

Approval of the Rite authorizes the Chapter's return to active service. Denial does not alter or diminish the Chapter's historical standing. The Chapter simply remains Closed until a future request satisfies the requirements for reopening.

VI. Continuity of the Chapter
Reopening does not reset the Chapter.

Its original history remains intact. Previous Marshals, major events, accomplishments, Legion associations, records, and other recognized elements of its institutional history remain attached to the Chapter. Nothing preceding its closure is discarded merely because a new generation assumes responsibility for it.

The period during which the Chapter remained Closed is likewise part of its history. Upon successful reopening, the Chapter's record resumes from the point at which it previously ended, with the Rite of Reopening and return to Active status recorded as new events in that continuing history.

The individuals responsible for reopening the Chapter inherit its institutional identity, but they do not inherit the personal accomplishments, titles, authority, or reputation of those who served before them.

VII. Leadership After Reopening
The individual assuming command of a reopened Chapter must satisfy the current requirements for service as Marshal and is subject to the same leadership standards applied to any individual assuming Chapter command.

A reopened Chapter is not placed under punitive scrutiny merely because it previously Closed. Its former closure does not constitute dishonor, and its new leadership is not held responsible for the circumstances that ended a previous period of activity.

Where normal Blacksky policy establishes an introductory evaluation, mentorship period, or additional oversight for a newly appointed Marshal, those standards apply normally. Reopening itself creates no additional penalty or indefinite probation.

VIII. Status and Record
Upon authorization of the Rite of Reopening:

- The Chapter's status changes from Closed to Active.
- Its existing Chapter Registry entry remains in use and is updated rather than replaced.
- The reopening is entered into the appropriate historical and Event records.
- The Chapter retains its established name and recognized lineage.
- Current leadership is recorded as the next generation of Chapter command.
- The Chapter resumes operation under the current structure and doctrine of Blacksky.

If the Chapter later closes again without dishonor, it returns to Closed status and remains eligible for a future Rite of Reopening. There is no limit to the number of times an ordinary Chapter may be reopened, provided each return independently satisfies the requirements of the Rite.

If the Chapter is ever formally designated Traitor, eligibility for reopening ends permanently.

IX. Why Reopening Instead of Creating a New Chapter?
A Closed Chapter remains part of Blacksky even when it is no longer active. Its banner may no longer be carried in active service, but the institution and its history remain preserved within the record.

When Blacksky returns that same identity to active service, creating a replacement Chapter would unnecessarily sever the continuity already established. The Rite of Reopening exists so that Blacksky may recognize the difference between creating something new and continuing something that already has a history.

A reopened Chapter does not begin again.

It continues.
