Doctrine of the Primus
Authority, Responsibility & Conduct of the Primus of BlackskyI. Purpose
The Primus is the singular office of final institutional authority within Blacksky. The office exists independently of the conventional rank hierarchy, with Custodians serving as the highest attainable rank and governing leadership of the Imperium. Blacksky is designed to function through its Chapters, Legions, Pillars, command offices, Senate, Custodians, and other established institutions.
The purpose of Primus authority is to ensure that no circumstance leaves the identity, continuity, integrity, or future of Blacksky without an authority capable of protecting it.
This doctrine establishes the principles governing the exercise of that authority.
II. Institutional Office and Operational Command
The office of Primus grants final institutional authority. Operational ranks and appointments grant their respective command authority. The Primus may simultaneously hold an operational rank, office, appointment, or command position within Blacksky.
When serving in such a position, the Primus is expected to exercise the authority appropriate to that position and operate through its established command structure.
A Primus serving as Marshal commands their Chapter through the authority of Marshal. When serving as Exarch, the Primus oversees their assigned command through the authority of Exarch.
Primus authority need not be invoked where ordinary command authority is sufficient.
The existence of the Primus does not invalidate the authority of Blacksky's established leaders.
III. Final Institutional Authority
Primus authority is final within Blacksky. This authority exists independently of and above the conventional chain of command, extending across all Chapters, Legions, Pillars, institutions, offices, and leadership structures of the Imperium.
However, final authority does not require constant intervention.
The Primus is expected to respect the authority entrusted to established leaders and allow them to fulfill the responsibilities of their offices.
The Primus should not routinely override a Marshal commanding their Chapter, an Exarch overseeing their assigned command, a Legatus governing their Legion, a Pillar authority administering their institution, or a Custodian exercising Blacksky-wide stewardship merely because the Primus possesses final institutional authority.
Authority exercised without necessity weakens the very structure the Primus is entrusted to preserve.
IV. The Principle of Restraint
Primus authority carries responsibility, not entitlement. The office does not grant license for arrogance, intimidation, unnecessary interference, personal favoritism, or the casual use of institutional authority to settle ordinary disagreements.
Whenever an issue can reasonably be resolved through the established chain of command, that structure should be allowed to function.
Whenever counsel can resolve a matter without command, counsel should be preferred.
Whenever correction can occur without intervention, correction should be permitted to occur.
Primus authority should become more visible as the significance of a matter increases, not merely because the Primus is present.
V. Active Participation
The Primus is not required to remain removed from the daily life of Blacksky. The Primus may play games alongside members, recruit, train leadership, participate in discussions, develop systems, write doctrine, build communities, advise officers, command operational units, organize events, or otherwise contribute directly to the Imperium.
The responsibilities of the office do not prevent the Primus from serving within established operational command structures or participating in the same activities as other members.
Such participation does not require the exercise of final institutional authority.
VI. Primus Intervention
The Primus may exercise authority beyond an ordinary operational position when circumstances justify institutional intervention.Such circumstances may include:
✦ Matters affecting the identity, continuity, structural integrity, or long-term direction of Blacksky
✦ Serious disputes that established command authorities cannot resolve
✦ Catastrophic or widespread leadership failure
✦ Severe deviation from established Blacksky doctrine or institutional principles
✦ Structural collapse or the failure of normal command authority
✦ Extraordinary circumstances threatening the continued stability or existence of Blacksky
✦ Matters specifically reserved to Primus authority by Blacksky doctrine
Primus intervention should seek resolution, stabilization, and preservation rather than the permanent replacement of functioning leadership.
The Primus does not exercise authority to displace the Imperium's institutions, but to preserve their ability to function.
VII. Reserved Institutional Authority
Certain responsibilities are expressly reserved to the Primus under Blacksky's established doctrines, frameworks, and institutional procedures. These responsibilities may include final approval of senior leadership appointments, authorization of major structural decisions, institutional designations, and other matters requiring Primus approval.
The authority to appoint new Custodians and designate individuals as Anchors of Blacksky rests exclusively with the Primus.
The specific requirements, procedures, and limits governing other reserved decisions remain established within their respective institutional documents.
Such authority may be exercised as part of ordinary institutional administration and does not require an emergency or failure of the established chain of command.
VIII. Accountability
The office of Primus does not establish infallibility. The Primus remains responsible for conduct, judgment, decisions, and treatment of Blacksky members.
Criticism of a decision made by the Primus is not inherently insubordination. Respectful disagreement, counsel, and challenge remain legitimate parts of institutional leadership.
The Primus is expected to hear opposition without treating disagreement as disloyalty.
The possession of final institutional authority does not exempt the Primus from the principles, identity, and standards the office exists to preserve.
IX. The Standard of the Primus
Primus is not a privilege to be displayed. It is a responsibility to be carried.
The Primus does not prove authority by constantly exercising it. The strength of the office is demonstrated equally through knowing when intervention is necessary and when restraint better serves the Imperium.
The Primus bears responsibility for Blacksky beyond the boundaries of individual ranks, units, administrations, and eras.
The responsibility of the Primus is not to ensure that every decision belongs to the office.
It is to ensure that Blacksky endures.
Final authority does not exist to replace the Imperium. It exists to preserve its continuity.
