The PROCTOR I is responsible for conducting Marshal certification programs and evaluating Enforcers seeking eligibility for Chapter command. As the first instructional authority within the Leadership Academy, the Proctor I teaches foundational leadership doctrine, evaluates candidate readiness, and helps ensure future Marshals possess the discipline, judgment, and stability required to lead a Chapter successfully.
This position oversees Marshal certification courses, conducts candidate evaluations, identifies leadership strengths and weaknesses, and maintains certification standards established by the Leadership Academy. Proctor I instructors are entrusted with developing future Chapter leaders while protecting Blacksky from unstable or unprepared promotions.
The role exists to ensure that leadership begins with preparation, accountability, and proven readiness rather than assumption or popularity.

The PROCTOR II is responsible for conducting Exarch certification programs and evaluating Marshals seeking eligibility for Section command. As a senior instructional authority within the Leadership Academy, the Proctor II develops leaders capable of overseeing multiple Chapters while maintaining stability, neutrality, and long-term structural awareness.
This position oversees Exarch certification courses, evaluates leadership maturity, examines strategic decision-making, and ensures candidates understand the responsibilities associated with supervising multiple Marshals and Chapters. Proctor II instructors help prepare future Section leaders while maintaining consistency across the Academy's certification standards.
The role exists to ensure that leaders entrusted with broader authority possess the judgment, restraint, and perspective necessary to maintain cohesion beyond a single Chapter.

The PROCTOR III is responsible for conducting Legatus certification programs and evaluating Exarchs seeking eligibility for Legion command. As the highest instructional authority within the Leadership Academy, the Proctor III develops future Legion leaders through advanced evaluation, strategic leadership exercises, and long-term structural planning assessments.
This position oversees Legatus certification courses, evaluates succession awareness, tests organizational judgment, and ensures candidates possess the maturity required to safeguard the future of a Legion. Proctor III instructors are entrusted with maintaining the highest instructional standards within the Academy while preparing leaders for Blacksky's most demanding command responsibilities.
The role exists to ensure that Legion leadership is entrusted only to those who demonstrate exceptional stability, strategic discipline, and institutional responsibility.

The MASTER OF THE ACADEMY is responsible for the overall structure, direction, and operational health of the Blacksky Leadership Academy. As the head of the Academy, the Master of the Academy supervises instructional staff, oversees certification standards, maintains Academy doctrine, and ensures leadership development remains aligned with Blacksky’s long-term objectives and organizational standards.
This position oversees Proctor appointments, certification integrity, curriculum maintenance, instructional accountability, and Academy records. The Master of the Academy works directly with senior leadership to ensure future leaders are developed through disciplined evaluation, consistent standards, and structured mentorship.
The role exists to preserve leadership quality, certification integrity, and the long-term continuity of Blacksky's leadership pipeline.
Reports directly to: Custodians
Authority Scope:
✦ The Master of the Academy serves as the highest command authority within the Leadership Academy Pillar of Blacksky.
✦ Their authority extends across all roles contained within the Leadership Academy.
✦ The Master of the Academy does not exercise direct authority over the other Pillars of Blacksky, including Imperium Command, Operations Command, the Senate, the Colosseum, or the Blackguard.
✦ Leadership positions such as Praetorian, Executor, Prefect of the Colosseum, and Senate leadership operate as independent Pillar authorities and report directly to the Custodians.
✦ Cooperation between Pillars is expected; however, command authority remains within each Pillar's established chain of command unless otherwise directed by the Custodians.
